Any garage, upon written application to the Police Chief, may become a member of such list of designated garages upon complying with the following conditions:
(a) The garage, in the opinion of the Police Chief, has the proper equipment for towing and sufficient and proper facilities for impounding vehicles under Section 307.01
.
(b) The garage owner shall carry an insurance policy or policies which meet the approval of the Director of Law and which name the City as co-insured, as follows:
(1) Fire and theft insurance in the amount of fifty thousand dollars ($50,000).
(2) Public liability insurance in the amount of one hundred thousand dollars ($100,000) for injury to one person, three hundred thousand dollars ($300,000) for injury to two or more persons and twenty-five thousand dollars ($25,000) for property damage.
(c) The garage shall make reports in writing to the Chief of Police of all vehicles impounded and unclaimed as of the first day of each month.
(d) Provide a reasonable towing charge and storage schedule. The garage shall establish a schedule bimonthly, and present copies of that schedule to the Chief of Police of current rates for towing charges and storage charges, the reasonableness of such schedules to be determined by the Chief of Police according to the prevailing rates in the trade at the time.
(e) Whenever a vehicle is required to be towed and/or impounded, the Chief of Police or his designate shall, in consideration of all circumstances, have full discretion in selecting the facility to be used for towing and/or storage.
