127.01  ASSISTANT DIRECTOR IN CHARGE OF PUBLIC WORKS.
   (a)    The Director of Public Service and Development is authorized, subject to the rules and regulations of the Civil Service Commission, to employ an Assistant Director of Public Service and Development in charge of public works, to assist in the management and supervision of all public works and undertakings of the City.
   (b)    Under the direction of the Director, the Assistant Director in charge of public works shall assist in the supervision of improvements and repair of streets, avenues, alleys, lands, lanes, bridges, viaducts, sidewalks, playgrounds, sewers, drains, ditches, culverts, streams and watercourses, the lighting, sprinkling and cleaning of public places, the construction of public improvements and public works, except those having reference to the Police or Fire Departments.
   (c)    Under the direction of the Director, the Assistant Director shall assist in the management of municipal water, lighting, garbage and other undertakings of the City, parks, baths, playgrounds, cemeteries and sewage disposal plants, and shall make and preserve surveys, maps, plans, drawings and estimates in cooperation with the City Engineer. He shall assist in supervising the construction and maintenance of public buildings and other property of the City not otherwise herein provided.
