In accordance with the Charter, City funds in depository accounts, which have been heretofore authorized and maintained by the City, may be withdrawn from such accounts by checks and/or other instruments issued in the name of this Municipality upon the signatures of the following officers or employees of the City: The Director of Finance or the Assistant Director of Finance, and the Mayor or the Director of Public Service and Development.
