(a) Except as may otherwise be provided by law, all meetings of any public body are declared to be public meetings open to the public at all times. A member of a public body shall be present in person at a meeting open to the public to be considered present or to vote at the meeting and for purposes of determining whether a quorum is present at the meeting.
(b) The minutes of a regular or special meeting of any public body except committee meetings shall be recorded and minutes timely and accurately prepared thereafter. The minutes shall be open to public inspection at all reasonable times. The minutes of any special or regular meeting of a public body shall include an accurate and brief summary of the discussions by any member of the public body or public official on any resolution, ordinance, motion or other matter before the public body, the complete text of any written committee report and, where applicable, shall also include the reports, announcements, remarks and communications from the administration and members of the public body. Any person may obtain from the Clerk of the public body a copy of the minutes of the public body at minimal cost as established by Council. The general subject matter of all committee meetings and executive sessions shall be reported at the next meeting of the public body at which the subject matter of the report is considered or the next regular meeting of the public body, whichever is earlier, and shall become part of the minutes thereof.
