(a) Every building of each conversion condominium development shall have installed, prior to the filing of the public offering statement pursuant to Section 1361.05, a water meter to accurately record the usage therein. All common areas and facilities shall have installed such water meters, prior to the filing of the public offering statement, as shall accurately record the usage attributable thereto.
(b) Subsequent to the effective date of this chapter, no rental property which has not then been constructed shall be converted to a condominium development unless within each unit there shall have been installed a water meter prior to its sale.
