Neither submission of a SWQM Plan under the provisions herein, nor compliance with this regulation, shall relieve any person from responsibility for damage to any person otherwise imposed by law; nor shall it create a duty by the Community to those damaged by storm water runoff. The provisions of this regulation are promulgated to promote the health and safety of the public and are not designated for the benefit of any individual or for the benefit of any particular parcel of property.
