Neither submission of an SWP3 under provisions herein, nor compliance with the provisions of this regulation, shall relieve any person from responsibility from damage to any person otherwise imposed by law; nor shall it create a duty by the Community to those damaged by soil sediment pollution or erosion. The provisions of this regulation are promulgated to promote the health and safety of the public and are not designed for the benefit of any individual or for the benefit of any particular parcel of property.
