(a) No person shall be issued a building permit for the construction of any structure until a three hundred dollar ($300.00) cash deposit is paid to the Building Commissioner to cover administrative costs, costs of checking grades and drainage of surface water. With the exception of twenty-five dollars ($25.00) which shall be retained by the City as a fee, the balance of such cash deposit shall be refunded upon compliance with the terms of this chapter after deducting therefrom any costs and expenses incurred by the City as a result of work done by the City Engineer.
(b) For commercial or multi-family property only, the City may require a deposit greater than the three hundred dollars ($300.00), or a bond in such greater amount to guarantee such compliance. The amount thereof shall be determined by the City Engineer, which determination shall be based upon the estimated cost of performing such drainage work.
(c) If the aforesaid work is not done within a reasonable time, taking into consideration the weather conditions and other circumstances, then the City may do the work and the cash deposit shall be forfeited to the City to cover the cost thereof.
