(a) As used in this chapter, floor areas shall be calculated from outside dimensions
and shall include basement floor, each finished floor, attached garage, accessory buildings, breezeways and any structure or portion thereof.
(b) Residential Construction Plan Exam.

(d) Nonresidential Procedures.
(1) Review of application. All applications for building permits with related
documents and accompanying drawings, renderings, data and material samples to be used, shall be submitted to the Building Commissioner. After processing for conformance to the Building and Zoning Codes, the Commissioner shall submit to the secretary of respective Boards and Commissions. The secretary shall then refer the plans to:
A. City Engineer. The City Engineer shall examine the application and plans. A survey shall be made of the public sanitary and storm sewers along with grade elevations to be affected by the proposed building or use set forth in the application. The opinion of the City Engineer concerning the application shall be noted in writing and returned to the Building Commissioner.

B. Fire Chief. The Fire Chief shall determine whether the application, specifications and plans conform to the Fire Prevention Code. If such conform, the opinion of the Fire Chief shall be noted on the application and return it to the secretary of the Boards and Commissions.
C. Police Chief. The Police Chief shall examine the application for ingress and egress to the property, site security and exterior lighting as such relate to police surveillance. Opinion shall be noted on the application and return it to the secretary of the Boards and Commissions.
(2) Secretary of the Boards and Commissions. After receiving the approvals and opinions of those persons enumerated in subsection (d)(l)A., B. and C. hereof, the secretary shall submit the application to the Planning and Design Commission as provided in Chapter 1149 of the Codified Ordinances. The secretary shall note the opinion of the Planning and Design Commission on the application and return same to the Building Commissioner.

(3) City Architect. The City Architect shall examine the application, plans, specifications and other pertinent data. If in conformity with the applicable codes and ordinances of the City, approval shall be noted on the application and return same to the Building Commissioner. The fees of the City Architect are established and are to be paid according to contract.
(4) The Building Commissioner shall issue a building permit provided all of the provisions of Section 1149.05
(f) and (g) have been met and all required fees paid.
