1303.07  WORKMANSHIP.
   (a)    In addition to the provisions of the adopted Red Book Chapter 1309 , and, further in addition to any amendments, additions or deletions to the adopted Red Book enacted by the City pursuant to Section 1309.04, all erection, construction, alteration and repair of one, two and three-family dwellings and appurtenant structures shall be performed in a workmanlike manner including but not limited to the following:
      (1)    All work shall be in compliance with those performance standards recognized by the applicable trade or industry.
      (2)    Walls shall be plumb, floors level and corners square within accepted standards and tolerances within the trade or industry, unless required by design to be otherwise.
      (3)    Plumbing lines shall be plumb, square and perpendicular within accepted standards and tolerances within the trade or industry, unless required by design to be otherwise.
   (b)    The mere fact that a particular erection, construction, alteration or repair is functional shall not give rise to a presumption that it has been performed in a workmanlike manner as discussed in subsection (a) hereof.
   (c)    Whoever violates any provision or fails to conform to any of the requirements of this section herein adopted or fails to comply with any order made thereunder or violates any detailed statement or specifications or plans submitted and approved thereunder, shall, severally for each and every such violation and noncompliance respectively, be fined not more than five hundred dollars ($500.00) or imprisoned not more than sixty days, or both. Each day's continued violation of this section shall constitute a separate offense.
   (d)    The application of the penalty provided in subsection (a) hereof shall not be held to prevent the enforced removal of prohibited conditions.
