SECTION 6. PUBLIC BIDDING.
   The Council may authorize expenditures of the funds of the City in amounts exceeding that amount prescribed in Ohio Revised Code Chapter 735 for public bidding without public biddings, for the acquisition of real estate, for the discharge of non-contractual claims against the City, for personal services, for the joint use of facilities or exercise of powers with other political subdivision, or for the product or services of public utilities (including those municipally operated), but no other expenditures of more than that amount prescribed in Ohio Revised Code Chapter 735 for public bidding  shall be made except pursuant to contract made with the lowest responsive and responsible bidder after public advertising and receipt of bids in the manner provided by ordinance.
   No expenditure of more than fifteen thousand dollars ($15,000.00) shall be made, whether by public bid or otherwise, unless approved by ordinance of Council.
