(a) No person shall use, own or possess any metal-tipped arrow in the City, except as provided herein. This section shall not prohibit or render it unlawful to use, own or possess metal- tipped arrows for the purpose of:
(1) Use in hunting or sport outside of the City limits.
(2) Use on a range deemed suitable by the Chief of Police and in conjunction with the standard twenty-four, thirty-six or forty-eight inch padded bulls-eye type archery targets.
(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
