547.08  BARBED WIRE FENCES; HAZARDOUS SHRUBS AND HEDGES.
   (a)   No person shall erect or construct a barbed wire fence or attach the same to any existing fence, structure or appurtenance in any residential district.
   (b)   In the event that such residential property adjoins a general business, parking, civil- recreational or office district or if such district abuts a public sidewalk, roadway, playground and athletic field, barbed wire shall be permitted only where the maximum height of such barbed wire be no less than seven and one-half feet from ground level.  The Director of Public Service and Development shall be empowered to modify the provisions of this subsection (b).
   (c)   No person shall plant and maintain an osage or blackthorn hedge along or adjacent to any public sidewalk, street or other such public or private property, where in the determination of the Director a hazard exists.
   (d)   No person shall construct, erect, maintain or use for any purpose any partition fence or fence adjoining public property which is charged with electrical current.
   (e)   It shall be the discretion of the Director to cause the immediate abatement of any such existing violation of this section when any hazard exists.
