(a) No person, firm or corporation, using a licensed vehicle for removal, collecting or hauling of snow from property within the City, shall do so without first obtaining a “snow removal license” from the City to perform or do such work.
(b) Application for a license shall be upon a form issued by the Director of Public Service and Development and a license shall be granted if the applicant is qualified to perform the work for which the application is sought, is aware of the ordinances governing snow removal, registers the year, make and model of the vehicle or vehicles used for such snow removal and shows evidence of liability insurance, as required by State law.
(c) Evidence of repeated violation of snow removal ordinances or other City ordinances shall be sufficient evidence to disqualify the applicant from receiving a license or for revoking a license. A license for any snow removal work shall be issued to the applicant by the Director upon completion of the application and of provisions set forth in subsection (b) hereof. The fee for such license shall be twenty-five dollars ($25.00).
(d) Such license shall be issued for a period of one season from October 1 of the year that it is issued, and shall expire on May 1 next following the date of issuance. Such license shall be renewed each year thereafter, for a like period upon completion of application and showing proof of insurance.
(e) The snow removal license shall state the name of the licensee, firm name in case of a partnership or corporation, place of business, expiration date, name and address of insurance company, insurance agent and telephone number and the make, model and license number of the vehicle or vehicles used in snow removal.
(f) No person, firm or corporation licensed under the provisions of this chapter shall allow or permit their or its name to be used in acquiring any permit or doing any work as described herein, or permit anyone in his or its employ to do any work unless they too have been licensed by the City.
(g) Permit shall allow licensee to remove snow from private property any time of the day or night when there exists more than two inches of snow on the ground.
(h) Snow shall not be placed or piled on a sidewalk either directly or indirectly so as to obstruct or limit its use to pedestrians.
(i) Snow shall not be placed or piled on or against any fence or living fence of an adjacent property. Snow shall remain on the property from which it is cleared or hauled out of the City. (Ord. 85-73. Passed 11-18-85.)
