539.05  PICKETING FOR HIRE.
   No person shall engage in picketing for hire or compensation unless he has first procured a license to do so from the Mayor or a designee thereof, except that no license shall be required for a person picketing for hire or compensation the premises or vehicle of his employer or former employer.  The Mayor shall issue the license for any period not to exceed ten days requested by the applicant, and the fee for such issue shall be ten dollars ($10.00) per day of the effective period of the license.  The fee shall be placed in the General Fund of the City and used only for the operation of the Police Department.  A person who has procured such a license shall not be required to register as a picket.  Any person who employs or pays compensation to a person picketing in violation of this section shall be deemed guilty of a violation hereof equally with the person actually picketing.
