(a) No person shall place or deposit newspapers in bundles or otherwise, on any sidewalk or any public right of way as a delivery drop of such articles. Delivery of newspapers to a location other than the residential property occupied by a consignee of such papers shall constitute prima-facie evidence of a violation of this section.
(b) This section does not apply to the deposit of newspapers for the purpose of Municipal garbage and rubbish collection by persons owning, occupying or possessing any real property within the City.
(c) Whoever violates this section is guilty of a minor misdemeanor. Any such violation shall constitute a separate offense on each successive day continued.
