(a) The Mayor is authorized to determine, at any time and from time to time, whether a water shortage exists to such an extent as to impair fire protection within this City or any part thereof. In connection with such determination, the Mayor shall also determine the extent to which it is necessary to restrict the use of water for watering lawns, trees, shrubbery and gardens, which restriction may be for all or any portion of any day during the existence of the shortage. If he finds that such a shortage exists, he shall immediately make proclamation thereof, and give public notice by newspaper, radio, or television broadcast, or by any other means which he may find practicable, of the existence of the shortage and the extent of such restriction.
Upon the termination of such shortage, the Mayor shall proclaim and give public notice thereof.
(b) During the existence of any water shortage so determined and proclaimed, no person shall use, or allow to be used on any premises in this City under his charge or control, any water furnished by the City of Cleveland, for watering any lawn, shrub, tree or garden at any time such use is restricted.
(c) Whoever violates this section is guilty of a minor misdemeanor.
