Any owner or person who is aggrieved by the ruling or decision of the Hearing Officer in any matter relative to the interpretation or enforcement of any of the provisions of this subchapter may appeal to the Board of Zoning Adjustment from any such decision by following the appeals procedure as outlined in § 152A.114 of this chapter.
