(a) Flat Rate Charges. The fee or charge for the stormwater works and/or stormwater management program for a single-family residential dwelling shall be as follows:
(1) $6.30 per month beginning on or after 45 days from the adoption of this ordinance:
(2) $7.21 per month beginning on July 1, 2023:
(3) $8.26 per month beginning on July 1, 2024, and until otherwise modified in accordance with the provisions of subsection (c) of this section.
(b) Charges Based on Land Area. Except as provided in Section 945.04(a) the initial fee or charge for the stormwater works and/or the stormwater management program for each
improved lot, parcel or tract of real estate shall be as follows;
(1) $19.18 per month beginning on or after 45 days from the adoption of this ordinance:
(2) $21.96 per month beginning on July 1, 2023:
(3) $25.14 per month beginning on July 1, 2024, and until otherwise modified in accordance with the provisions of subsection (c) of this section.
Provided however, that if any such lot, parcel or tract of real estate is improved with more than one building or structure, then said fee shall be calculated on a per month per building or structure basis predicated on the rates set forth in (b) above. Upon calculation by the Director and the adoption of a resolution by the Sanitary Board for the City of Fairmont, said fee or charge for real estate, buildings and structures of any kind other than described in Section 945.04(a) shall be computed utilizing the following formula: $2.20 per 1000 square feet of impervious area per month.
(c) Council may change and readjust such rates, fees and charges from time to time.
(d) No fee or charge shall be assessed against highways, roads, and drainage easements and or stormwater facilities constructed, owned and/or operated by the West Virginia Division of Highways.
