Streets, avenues, roads or alleys not in existence at the time of the enactment of this article, whether or not there is an existing City right of way, shall be constructed only when financed by local assessment, provided, upon a proper showing as set forth in Section 913.01, that the way is not a thoroughfare and necessary and expedient for public travel.
