Ordinary maintenance and repair of the City street system, to include repaving, is a matter administrative in nature and is subject to the supervision and control of the Director of Public Works. Such repair and maintenance shall be effected to keep the City street system in a safe condition at the discretion of the Director of Public Works. Streets, avenues, roads or alleys meeting minimum standards as provided for in Article 909
, and streets, avenues, roads or alleys found to be a thoroughfare, and necessary and expedient for public travel upon a unanimous vote of Council subsequent to a showing by the City Engineer, Street Superintendent, Director of Public Works, or any other interested citizen or governmental agency, shall be maintained, repaired or repaved without the necessity of local assessment.
