The Director of Public Works is hereby authorized, where obstructions exist, as are mentioned in Section 905.01 to have the same removed, either by unfencing or clearing away, as the nature of the obstruction may require, and for the purpose he may employ such aid as may be necessary, at the expense of the City, and the person causing such obstruction shall be liable to pay to the City such sum as it shall have paid or become liable to pay for the removal of such obstruction.
