1222.05 VARIANCES.
   (a)   Whenever a tract is to be subdivided and is of unusual size or shape or surrounded by unusual topography, soil or other natural conditions so that strict application of these Subdivision Regulations would result in hardship or injustice, Council may vary such requirements by decreasing or otherwise modifying them so that the property may be developed in an appropriate manner, in keeping with the public welfare and interests of the City and with the general intent and spirit of these Regulations.
   (b)   Nothing contained in these Regulations shall prevent the subdivider from developing any required item to a higher construction standard if such a higher standard meets the approval of the City Engineer.
   (c)   Planning for the ultimate development of a large area is to be encouraged and required. Such area may be allotted a section at a time, but each section shall be of such size that all improvements can be installed or bond given for them. Such area shall not be allotted in units of such size that improvements cannot be installed or the bond financed.
