1040.13   GENERAL DISCHARGE PROHIBITIONS.
   (a)   No discharger shall contribute or cause to be discharged, directly or indirectly, any of the following described substances to the sewerage system, the Municipal separate storm sewer, or otherwise to the facilities of the City including but not limited to the Municipal separate storm sewer, sanitary sewers, combined sewers, sewers, drainage ways, ditches, and the City of Akron Water Pollution Control Station (WPCS):
      (1)   Any wastewater which causes a hazard to human life or creates a public nuisance.
      (2)   Any liquid or vapor having a temperature higher than one hundred forty-nine (149)°F (sixty-five (65)°C).
      (3)   Any substance which may solidify or become viscous at temperatures between thirty-two (32)°F and one hundred forty-nine (149)°F (zero (0)°C and sixty-five (65)°C).
      (4)   Petroleum oil, nonbiodegradable cutting oil or products of mineral oil origin if discharged in amounts that can passthrough or cause interference of the Water Pollution Control Station (WPCS).
      (5)   Wastewater from industrial facilities containing floatable fats, wax, grease, or oils.
      (6)   Wax, grease or oil concentration that exceeds the allowable limits as determined by Summit County Department of Sanitary Sewer Services.
      (7)   Liquids, solids, or gases which by reason of their nature or quantity are, or may be, sufficient either alone or by interaction with other substances to cause fire or explosion or be injurious in any other way to the sewerage facilities or to the operation of the system.
      (8)   Noxious or malodorous solids, liquids, or gases, which, either singly or by interaction with other wastes, are capable of creating a public nuisance or hazard to life, are or may be sufficient to prevent entry into a sewer for its maintenance and repair, or result in the presence of toxic gases, vapors or fumes within the WPCS in a quantity that may cause acute worker health and safety problems.
      (9)   Garbage that has not been ground or comminuted to a degree that all particles will be carried freely in suspension under flow conditions normally prevailing in the public sewers, with no particle greater than one-half (.5) inch in any dimension.
      (10)   Any substance in amounts exceeding standards promulgated by the Administrator of the United States Environmental Protection Agency.
      (11)   Any chemical elements or compounds or other taste or odor producing substances which are not susceptible to treatment or that will pass through the system.
      (12)   Any chemical elements or compounds or other substances which may interfere with the biological process or efficiency of the treatment system.
      (13)   Solid or viscous wastes which will or may cause obstruction to the flow in a sewer, or otherwise interfere with the proper operation of the wastewater treatment system. Prohibited materials include, but are not limited to, grease, uncomminuted garbage, animal guts or tissues, paunch manure, bones, hair, hides or fleshings, entrails, whole blood, medical wastes, human body parts, feathers, ashes, cinders, sand, spent lime, stone, or marble dust, metal, glass, straw, shavings, grass clippings, rags, spent grains, spent hops, waste paper, wood, or fuel or lubricating oil, and similar substances.
      (14)   Wastewaters at a flow rate or containing such concentrations or quantities of pollutants including oxygen demanding pollutants that exceeds for any time period longer than fifteen (15) minutes, five (5) times the average twenty-four (24) hour concentration, quantities, or flow during normal operation or any flow rate or quantities of pollutants that would cause a treatment process upset and subsequent loss of treatment efficiency.
      (15)   Any unpolluted waters which will increase the hydraulic loading on the plant including, but not limited to, any stormwater, surface water, groundwater, roof run-off water, subsurface drainage, uncontaminated cooling water, or uncontaminated industrial process waters. This applies strictly to all new connections. All existing connections may be approved or rejected after review of hardship and/or other considerations by the Service Director.
      (16)   Radioactive wastes or isotopes of a half-life or concentration that they do not comply with Municipal, State, or Federal regulations or orders issued by the appropriate authority having control over their use and which will or may cause damage to the sewerage facilities or create dangerous or hazardous conditions for the personnel operating the system or pass through the WPCS untreated.
      (17)   Wastes with objectionable color by interaction at the wastewater treatment plant or in the wastewater collection system not removable by the treatment process.
      (18)   Any waste which will cause corrosion or deterioration of the sewerage system. All wastes discharged to the public sewer system must have a pH value in the range of 5.0 to 11.5 standard units. Prohibited materials include, but are not limited to, acids, sulfides, concentrated chloride, and fluoride compounds and substances which will react with water to form acidic or basic products in the range of 5.0 to 11.5 standard units.
      (19)   Any substance which may cause the WPCS effluent or treatment residues, sludges, or scums, to be unsuitable for reclamation and reuse or to interfere with the reclamation process. In no case shall a substance discharged to the WPCS cause the WPCS to be in noncompliance with sludge use or disposal criteria, guidelines or regulations developed under Section 405 of the Act; any criteria, guidelines, or regulations affecting sludge use or disposal developed pursuant to the Solid Waste Disposal Act, the Clean Air Act, the Toxic Substances Control Act, or State standards applicable to the sludge management method being used.
      (20)   Any substance which will cause the WPCS to violate its National Pollutant Discharge Elimination System (NPDES)or other disposal system permits.
      (21)   Any wastewater having a temperature which will inhibit biological activity in the WPCS treatment processes resulting in interference; but in no case, wastewater with a temperature at the introduction into the WPCS which exceeds forty (40)°C. (one hundred four (104)°F.).
      (22)   Any slugload.
      (23)   Oil and gas well brine and related constituents.
      (24)   No person or governmental entity shall access the sewer system and separate storm sewer system for any activity including discharge of hauled septic or industrial wastes. Any removal of manhole lids, or other access to the sewer system for the purpose of discharging wastes at times and/or locations shall be considered a violation and shall be subject to enforcement action including, but not limited to charges and fees allowed under this chapter.
