(a) The Mayor, Director of Public Service and City Engineer shall have the authority to update and supplement the City of Fairlawn Construction and Materials Specifications to address relevant changes in law, technology or administrative process.
(b)
Such specifications, as contained in the City of Fairlawn Construction and Materials Specifications, current edition, shall be complied with by all contractors doing paving, sanitary sewer, FairlawnGig and storm sewer construction work in the City.

(c) In the event of any conflict between the standards and specifications provided for in this section and those contained in the State of Ohio Department of Transportation Construction and Material Specifications, as referenced in Section 1020.01, the standards and specifications provided for in this section shall control.
