(a) Each street, sidewalk, sewer, drain or other improvement within the City which is either constructed upon public ground or to be dedicated to public use or which is to be transferred in ownership or for maintenance by any public authority shall be constructed of materials and in accordance with methods prescribed in the Construction and Materials Specifications of the City of Fairlawn, supplemented by the Construction and Materials Specifications of the State of Ohio Department of Transportation, current edition.

(b) The provisions of subsection (a) hereof notwithstanding, Council, upon the recommendation of the City Engineer, may prescribe, for any public improvement undertaken by the City, standards which differ from those prescribed therein.
(c) All driveway approaches shall be constructed as required in the current edition of the City of Fairlawn Construction and Materials Specifications current edition.
