(a) The SWPPP shall be submitted to the City Engineer at least thirty (30) working days prior to any soil disturbance activity. The SWPPP shall be designed by a professional experienced in the design and implementation of standard erosion and sediment controls and storm water management practices. The City Engineer shall review the SWPPP and approve the plan, or return the plan with comments and recommendations for revision within twenty-one (21) working days of receipt of said plan. At the time of receipt of a revised plan by the City Engineer, another twenty-one (21) day review period shall commence. If no approval or comments letter is received from the City Engineer after twenty-one (21) working days, the plan is automatically approved. Approved plans shall remain valid for implementation for a period of one year from the date of approval.
(b) The City Engineer can request modifications to the approved SWPPP when inspection of the site indicates that additional or modified practices are necessary. The SWPPP shall be modified and resubmitted for approval whenever grading or storm water management changes are needed. The modification shall be made in compliance with the following criteria:
(1) The applicant shall submit major modifications for approval to the City Engineer to be processed in the appropriate manner.
(2) The City Engineer's designated field inspector may approve minor modifications to the approved SWPPP in the field if documented on a field inspection report.
(3) The field copy of the SWPPP shall be accurately marked to reflect any approved changes.
(c) A pre-construction meeting shall occur with the City Engineer prior to any land clearing, grubbing, grading, earthmoving or land disturbance activities in order for the SWPPP approval to remain in effect.
(d) A review fee shall be submitted with the SWPPP in accordance with the fee schedule established and periodically revised by the City Engineer. The SWPPP will not be approved until the fee has been paid. Review fees to the City Engineer are separate from any fees required by the Ohio EPA under the CGP.
