244.05   PERSONNEL; SPECIFIC DUTIES.
   (a)   Director.
      (1)   The position of Director of the Division of Parks and Recreation shall be filled by appointment of the Mayor and upon confirmation by Council.
      (2)   The Director shall serve under the direction and supervision of the Mayor.
      (3)   The duties of the Director include, but are not limited to, the following:
         A.   Manage and develop uses of the Fairlawn/Kiwanis Community Center;
         B.   Prepare and justify the budget; and control and supervise Division expenditures;
         C.   Recruit and recommend employment of supplemental personnel needed for the operation of the Division;
         D.   Ascertain present and future needs for areas, facilities and programs; and prepare long-term plans to meet these needs, including budgetary requirements;
         E.   Assist in the improvement and maintenance of all areas and facilities that are the responsibility of the Division;
         F.   Develop and administer a broad program of recreational activities for all age groups and interests, while taking into account the resources and needs of the area;
         G.   Counsel with community groups and individuals to determine program needs and area and facility requirements and improvements; and interpret the scope and purpose of present operations and point out deficiencies and areas in which expansion and improvement are needed;
         H.   Give direction and guidance to departmental staff by defining standards and principles of operation;
         I.   Confer with other local, regional, State and National governmental and voluntary agencies concerned with recreation, park, conservation and other resources to develop cooperation, planning and working relationships:
         J.   Establish procedures to maintain records of the Division and provide for a system of reporting and publicizing the work of the Division;
         K.   Prepare an annual report to the Mayor and Council, detailing the Division's operations and progress for the preceding year;
         L.   Prepare agendas for the Park and Recreation Board meeting and attend all Board meetings;
         M.   Attend Council meetings and report on the status of the Division;
         N.   Make inspection tours of areas, facilities and equipment to determine safety, adequacy and the need of maintenance, and report the same to the Director of Public Service; and
         O.   Perform such other duties as may be required for the safe and efficient operation of the Division and its facilities.
   (b)   Part-time Assistant Director.
      (l)   There is hereby established in the unclassified service the position of Part-Time Assistant Director in the Division of Parks and Recreation.
      (2)   Such position, appointed by the Mayor, shall be under the supervision of the Director or his or her designee and shall include such duties as the Director or his or her designee shall direct including, but are not limited to, the following:
         A.   Assist in the administration of the Summer Park Program and supervise staff; order program supplies and equipment and manage inventory control;
         B.   Plan, develop, coordinate and evaluate summer sports clinics, children's annual holiday parties, bus trips and volunteer program;
         C.   Assist Director with the management of community special events;
         D.   Be responsible for scheduling the Fairlawn-Kiwanis Community Center according to developed rental policies and handling contracts;
         E.   Perform administrative duties as required, including department correspondence, promotional material, program reports, media releases, bulletin board displays, etc.; and
         F.   Attend and assist the Director at Division events.
      (3)   Employee(s) in this position shall work on average less than thirty (30) hours per week. This position shall not qualify for any fringe benefits, including, but not limited to, hospitalization, sick leave, vacation leave or holiday leave.
      (4)   Compensation shall be as provided by Council from time to time.
   (c)   Naturalist.
      (1)   The full-time position of Naturalist of the Division of Parks and Recreation shall be appointed by the Mayor.
      (2)   The Naturalist shall serve under the direction and supervision of the Director.
      (3)   The duties of the Naturalist shall include, but are not limited to, the following:
         A.   Develop, schedule and implement educational programs pertaining to nature, environmental issues and natural resources utilizing the Learning Resource Center and the City of Fairlawn's public parks for a wide range of interests, abilities and age groups;
         B.   Manage the natural resources of Fort Island Park, including wildlife, aquatic, forest and plant communities; and develop and maintain the habitat improvement projects at Fort Island Park as well as assist with park planning and development;
         C.   Confer with other local, regional, State and National governmental and voluntary agencies concerned with parks, conservation, natural resources, and other resources to develop cooperation, planning and working relationships;
         D.   Manage a team of volunteers from the community to assist with program preparation, smooth management, operation and staffing of the Learning Resource Center, or related park activities; and
         E.   Assist the Director and the Assistant Director with other departmental events.
      (4)   Compensation for this position shall be as provided by Council from time to time.
   (d)   Part-time Park Supervisor (2).
      (1)   There is hereby established in the unclassified service the positions of Part-time Park Supervisor in the Division of Parks and Recreation.
      (2)   Such position(s), appointed by the Mayor, shall be under the supervision of the Director or his or her designee and shall include such duties as the Director or his or her designee shall direct including, but are not limited to, the following:
         A.   Aid and assist the Director and the Assistant Director in the administration of a summer public recreation program and other special event coordination as needed under the direction and control of the Director;
         B.   Be responsible for the daily operation of the program in his or her specifically assigned park, as well as reports; and
         C.   Be responsible for supervision of Recreation Leaders in his or her specifically assigned park.
      (3)   Employee(s) in this position shall work on average less than thirty (30) hours per week. This position shall not qualify for any fringe benefits, including, but not limited to, hospitalization, sick leave, vacation leave or holiday leave.
      (4)   Compensation shall be as provided by Council from time to time.
   (e)   Part-time Recreation Leader (8).
      (1)   There is hereby established in the unclassified service the positions of Part-Time Recreation Leader in the Division of Parks and Recreation.
      (2)   Such position(s), appointed by the Mayor, shall be under the supervision of the Director or his or her designee and shall include such duties as the Director or his or her designee shall direct including, but are not limited to, the following:
         A.   Conduct and lead the daily activities of the Summer Park Program; and
         B.   Be responsible for miscellaneous duties assigned by the Park Supervisor.
      (3)   Employee(s) in this position shall work on average less than thirty (30) hours per week. This position shall not qualify for any fringe benefits, including, but not limited to, hospitalization, sick leave, vacation leave or holiday leave.
      (4)   Compensation shall be as provided by Council from time to time.
   (f)   Part-time Naturalist Assistant.
      (1)   There is hereby established in the unclassified service the positions of Part-Time Naturalist Assistant in the Division of Parks and Recreation.
      (2)   Such position, appointed by the Mayor, shall be under the supervision of the Director or his or her designee and shall include such duties as the Director or his or her designee shall direct including, but are not limited to, the following:
         A.   The primary duty is to aid and assist in the administration of the Naturalist Programs developed by and under the direction of the Naturalist;
         B.   It shall be the secondary duty to conduct and lead the daily activities of the Summer Park Program; and
         C.   Be responsible for miscellaneous duties assigned by the Naturalist or the Park Supervisor.
      (3)   Employee(s) in this position shall work on average less than thirty (30) hours per week. This position shall not qualify for any fringe benefits, including, but not limited to, hospitalization, sick leave, vacation leave or holiday leave.
      (4)   Compensation shall be as provided by Council from time to time.
