244.02   RULES AND REGULATIONS.
   The Division of Parks and Recreation shall have the authority to develop rules and regulations for the government and management thereof, including all Municipally owned or controlled park or recreational facilities, provided the same do not contradict the existing rules and regulations of the Park and Recreation Board. All rules and regulations so developed shall be subject to the approval of Council. Upon publication, a copy thereof shall be filed in the office of the Clerk of Council and be in full force and effect.
