There is hereby established, within the Department of Public Service, a Division of Parks and Recreation. Such Division shall be a separate and distinct administrative entity whose purpose shall be to provide for the proper supervision, development and operation of public parks, playgrounds and other recreational facilities owned by the City. The Division shall have the authority to conduct recreational or cultural activities that will enhance the leisure time of the people in a wholesome and constructive manner.
