242.06   MUNICIPAL ENGINEER; INSPECTION FEES.
   (a)   The Municipal Engineer shall perform the duties prescribed by Section 9.03 of the City Charter and such other duties that are prescribed by Council and shall counsel and advise the Mayor, Council, and its committees, the Planning Commission and any administrative officer in matters of concern to the City and within his professional field. The Municipal Engineer shall accept no private employment for his professional services in the planning or execution of a project to be executed within the limits of the City wherein he may in any manner also be called upon for his services as Municipal Engineer, except on approval thereof by the Municipal Services Committee of Council.
   (b)   Beginning January 1, 2007, the Municipal Engineer shall be paid Ten Thousand and no/100 dollars ($10,000) per year in equal bi-weekly installments for his counsel and advice at all regularly scheduled Council legislative meetings; committee meetings as directed; for his telephone conferences with administrative officials and members of the general public; for his review of attachments to legislation submitted to Council; and for his signature approval on plans, lot splits, subdivisions and developments as required. The Municipal Engineer shall be subject to Ohio R.C. 145.01 et seq., but shall not be entitled to any other benefits from the City. For any other services required of and rendered by the Municipal Engineer, the compensation to be paid to him shall be such as is established by ordinance after consultation with the Mayor and the Director of Public Service.
   (c)   In every instance where an inspection or other service of the office of the Municipal Engineer is required of any private developer of lands, or of any dedicator of lands to the City, such developer or dedicator shall pay to the City a fee for such services equal to one hundred ten percent (110%) of the actual charges of the Municipal Engineer made to the City pursuant to ordinances pertaining to compensation of the Engineer.
