240.12   NONRESIDENT PROTECTION.
   (a)   The provision of fire and emergency rescue service protection to any county, municipal corporation or township of this State or an adjoining state, and the provision of complex investigation assistance whenever necessary upon proper authorization, are hereby approved.
   (b)   Fire protection and emergency rescue service and assistance shall be extended only upon authorization of the Chief of the Division of Fire and Emergency Rescue Service, or another officer acting with the authority of the Chief, taking into account the following considerations:
      (1)   That such fire and emergency rescue protection may be extended in times of emergency or disaster only so far as is consistent with the proper protection of the City and other sections of these Codified Ordinances; and
      (2)   That the availability of fire and rescue equipment and personnel shall be subject to priority of use within the City.
