(a) There is hereby created, in the Department of Law, the unclassified position of Counsel to the City. The duties of the Counsel to the City shall be to provide assistance to the Director of Law.
(b) The Counsel to the City shall be appointed by the Mayor for such period or periods as the Mayor may determine from time to time. Counsel to the City shall be paid on an hourly basis at the same hourly rate as determined by the Council for compensation to the Director of Law and is subject to Ohio R.C. 145.38, but shall not be entitled to any other benefits of the City.
