(a) A sale negotiated by the Mayor or his designee at a fixed price to a named grantee may be consummated upon approval of Council. In its approval, Council shall find that the property in question is no longer needed for municipal purposes.
(b) The authorization for such sale shall be made by a two-thirds (2/3) vote of the members of Council.
(c) An appraisal of the subject property shall be obtained from a qualified appraiser, and the sale shall be made at a price no less than the City's appraisal as determined by an appraiser selected by the Administration.
(d) The Administration may negotiate appropriate fees for sale, lease or other disposition of such City owned lands which fees shall include, but not be limited to: sales commissions, appraisal fees, closing costs, and other usual, customary and necessary expenses.
