1440.01   COMMISSIONER OF ZONING, HOUSING AND RESIDENTIAL CHIEF BUILDING OFFICIAL.
   (a)   Establishment of Separate Position. There is hereby established the position of Commissioner of Zoning, Housing and Residential Chief Building Official in and for the City and shall be known as and/or referred to as the Zoning Commissioner, or Zoning Inspector; Building Commissioner or Building Inspector; or Residential Chief Building Official. The position of Commissioner of Zoning, Housing and Residential Chief Building Official shall be a separate and distinct position of employment in the unclassified service of the City, subject to the provisions of Chapter 250 of the Administrative Code, the Wage and Salary Plan of the City and shall be entitled to such benefits commensurate to the position as authorized by Council and approved by the Mayor.

   (b)   Duties. The duties of the Commissioner of Zoning, Housing and Residential Chief Building Official shall be to:
      (1)   Issue building permits upon proper application in writing by the owner, lessee or his contractor or attorney only;
      (2)   Examine and approve plans as submitted when he finds the same are in accordance with the building ordinances then in effect and regulations and orders made pursuant thereto by the Planning Commission, the Board of Zoning and Building Appeals, the Real Property Maintenance Board, and such other Boards and Commissions as required by the Charter or Ordinances of the City or as directed by the Mayor or Council;
      (3)   Accept the required fees on behalf of the City, maintain records thereof and make proper accounting therefor to the Director of Finance;
      (4)   Make inspections to assure compliance with the building ordinances in effect and approved by Council and to assure that the construction is in accordance with the plans and specifications presented and approved; and
      (5)   Perform the duties required by the State of Ohio as a Residential Chief Building Official and as directed by the Mayor.
