(a) Any plantings or trees or gravel or loose materials placed or planted contrary to Sections 1032.02 and 1032.03 shall, after ten day notice to the owner of such property to remove the same and failure by such owner to do so, be removed by the Street Commissioner and the cost of labor and equipment necessary shall be certified to the County Auditor for collection as other taxes are collected. Such remedy shall be in addition to the penalty provided in Section 1032.99.
