(a) No contractor, builder, or owner of any land within the City shall transport or cause to have transported by any other person, means, or conveyance, any earth or debris over any street without first depositing with the Director of Finance either cash or an approved security bond as set forth in this chapter.
(b) The Zoning Inspector and Building Commissioner shall not issue a permit for any building, structure or excavation until the provisions of this section are complied with whenever any excavation or transport of dirt or debris will be required on and over City streets.
