(a) All places where pavement or any other material is removed from streets, alleys, sidewalks or public grounds shall be restored to their former condition as soon as possible but no longer than thirty (30) days from the date of the initial excavation unless an extension is granted by the Director of Public Service or designee. Such restoration may be done either by the City or by the person causing such pavement to be removed, as the City may direct, but the cost shall be borne by the person causing such pavement to be removed; in default thereof, the same shall be deducted from the cash or security bond deposit provided for in this chapter.
