(a) No person, other than a duly authorized officer or employee of the City, or employees of the City of Akron Water Supply Bureau and Water Reclamation Services, or County of Summit Department of Sanitary Sewer Services (Summit D.S.S.S.), or regulated public utilities, while in the performance of their duties, shall dig up or make an excavation in any street, alley, right-of-way, sidewalk, or public ground for any purpose, unless they have first obtained a permit in writing for each such purpose from the City of Fairlawn.
(b) It shall be the responsibility of the City of Akron Water Supply Bureau and Water Reclamation Services, or Summit D.S.S.S, and all regulated public utility companies to inform the Director of Public Service or their designee of the location and purpose for any work to be performed on or any excavation to be made in any street, alley, right-of-way, sidewalk or public ground.
