All proceeds resulting from the imposition of the tax under this subchapter, including penalties, shall be paid into the City Treasury and shall be credited to and deposited in the Recreation Fund of the city. The amount of money collected by the city pursuant to this subchapter shall be expended by the city solely to promote tourism and conventions within the city or otherwise to attract nonresident overnight visitors to the city. No funds received pursuant to this subchapter shall be used to advertise for or otherwise promote new competition in the hotel business. The specific use of the funds collected pursuant to this subchapter shall be determined by the City Council in its sole discretion consistent with the requirements listed in this section.
