Persons, corporations or other entities who tender payment of obligations to the city by means of a check payable to the city which is later returned unpaid by the bank on which the check is drawn shall pay a service charge of $30 for each check returned unpaid. The City Collector shall collect the service charge in addition to the amount of the check payable to the city returned unpaid.
