The Chief of the Police Department may make or prescribe those rules and regulations as he or she shall deem advisable; these rules and regulations shall be binding on the members. These rules and regulations may cover, besides the conduct of the members, uniforms and equipment to be worn or carried, hours of service, and all other similar matters necessary or desirable for the better efficiency of the Police Department. Any amendments to the rules and regulations shall be presented to the City Council a the next convenient date.
