The final plat to be filed of record shall be accompanied by a statement signed by the owner and subdivider, setting forth the following:
(A) Plans and specifications for the improvements previously approved by the City Engineer clearly describing the same;
(C) Bond in the amount of the estimate of the City Engineer of the cost of the installation of the improvements with good and sufficient surety thereon to be approved by the City Council, conditioned upon the installation of the required improvements within two years of the approval of the final plat; and
(D) In lieu of the provisions of division (C) above, in the event that a dated petition is presented to the Zoning Board containing the signatures of the recorded owners representing a majority of the frontage along the improvement, requesting the City Council’s approval to install improvements as provided in §§ 153.131, 153.132 and 153.133, then the requirements of division (C) above may be waived.
