The City Council may promulgate those rules and regulations as necessary to ensure the orderly conduct of the affairs of the airport. These rules and regulations, when adopted, shall be printed and copies of the rules and regulations put in prominent places throughout the airport. A copy of the regulations shall be given to all persons leasing any real property within the airport at the time the lease is entered into.
