(A) When all the owners of adjacent property on one or both sides of any one or more blocks in the city sign a request to the city to install sidewalks on one or both sides of any one or more blocks, and the owners agree to pay for one-half of the total cost of labor and materials therefor, the city will at its own expense do the surveying.
(B) Otherwise, the cost of surveying shall be considered as part of the total cost of labor and materials for the installation of the sidewalk and shall be shared equally.
