A copy of §§ 55.165 through 55.176, properly certified by the City Clerk, shall be filed in the office of the Recorder of Deeds of the county and shall be deemed notice to all owners of real estate of the charges of the sewerage system of the city on their properties. Each user will be notified at least annually, in conjunction with a regular bill, of the rate and the portion of the user charges which is attributable to wastewater treatment services.
