921.13   WELLS.
   (a)   Required Purpose. No well shall be drilled or dug in the City where the property to be served by the well can be served with water by the Water Division, except for the following purposes:
(1)   Floriculture;
(2)   Horticulture;
(3)   Agriculture;
(4)   Industrial; or
(5)   Heating/cooling.
   (b)   Lines Restricted. No water lines leading from a well other than the Water Division wells shall enter any building used for human habitation. This does not apply to wells which have been in continuous operation prior to and since January 1, 1973.
   (c)   Well Permit.
(1)   No person, property owner or agent shall dig, drill or otherwise install a well unless a permit for the installation of the well has first been obtained from the Public Utilities Director.
      (2)   No person shall resume the use of a well for the purpose of providing water for human consumption or domestic use after the use of the well has been discontinued for any purpose without first obtaining a permit as set forth in the preceding paragraph. No permit shall be issued to resume use of the well if the property can be served by the Water Division.
