921.05   METERS.
   (a)   Meters Required. All water service branches shall be metered.
   (b)   Number of Meters. The supply of water from a water service branch shall be measured by one meter except as hereinafter provided. The supply of water from a water service branch may be measured by more than one meter only if the water service branch services no more than one building under one common roof.
   (c)   Access to Meters,Stops and Valves. Authorized employees of the Division shall have the right at any reasonable time to enter any premises where a meter has been installed for the purpose of reading, examining, or testing the same on the premises or for the purpose of removing the meter from the premises for the above purposes or for the purpose of turning on or off the water supply in the water service branch.
   (d)   Setting of Meters. A meter shall be installed on any water service branch as soon as practical after the installation of the branch and in every case prior to the issuance of a certificate of occupancy by the Building Division. Meters shall be properly set in accordance with City specifications in a convenient location readily accessible for reading and maintenance and shall be properly protected from damage.
   (e)   Removal of Meter. No person except a Water Division employee shall remove a water meter, except as provided by bylaw or regulation of the City Manager.

   (f)   Inspection of Meters.
(1)   The charges for the removal, testing and reinstalling of water meters upon application of customers shall be as follows:

(2)   If upon testing the meter does not perform within the required performance range for its size, as established by American Water Works Association, there shall be no charge for inspection of the meter.
   (g)   Application for Meter. Application for the installation of a water meter shall be made by the owner or his agent. The application must be accompanied by payment for the rental cost of meter as established herein. The cost of one inch and smaller water meters shall be 1.8 times the City's cost of purchasing the meter. The cost of water meters larger than one inch shall be 1.5 times the City's cost of purchasing the meter. All meters shall remain the property of the Water Division. After a meter has been installed, it shall be fully maintained in proper condition by the Water Division, without charge, except that in the case of damage by freezing, hot water, or other neglect, a charge for repairs shall be made by the Public Utilities Director.
   (h)   Non-Sewered Water Meter. A property owner may install at his expense a water meter to measure water used but not returned to the City's sewer system.
