905.01   EXCAVATIONS.
   (a)   Permit Required. No person, firm or corporation shall open any street for any purpose until a permit for it be issued by the City Manager or his designee.
   (b)   Fees. The City Manager or his/her designee shall issue a permit to the applicant upon payment of the permit fee. The fee shall be twenty dollars ($20.00). More than one excavation may be authorized under a single permit. The applicant shall replace the street surface in accordance with City specifications.
   (c)   Fill. No opening in any street shall be filled with any fill other than bankrun gravel, unless otherwise authorized by the City Manager or his designee. All filling and compaction shall be done by the person, firm or corporation opening the street. All excavated materials shall be hauled away as soon as possible by the person, firm or corporation making the excavation.
   (d)   Cost for Filling. Any person, firm or corporation opening a street and not filling it properly shall be charged the cost of removing the fill improperly made, if any, plus the cost of filling the opening, provided the City has removed and/or filled the opening.
   (e)   Additional Permit Cost. Any person, firm or corporation opening a street without first obtaining a permit shall pay a fee for it equal to twice the fee provided for in subsection (b) hereof.
   (f)   Bond. No person, private corporation, public utility company or municipal corporation shall excavate or dig in any street, public thoroughfare or alley within the City without first posting appropriate bond as determined by the Public Works Director and Law Director.
