717.06   LANDLORDS, CONDOMINIUM OWNERS ASSOCIATIONS AND COMMERCIAL AND INDUSTRIAL BUSINESSES TO PROVIDE RECEPTACLES.
   A landlord who is a party to rental agreements covering four or more dwelling units in the same structure and condominium owners assocations governing four or more dwelling units in the same structure and commercial and industrial businesses shall provide and maintain appropriate receptacles for the removal of solid waste, as defined in Section 953.02(b) and (d), incidental to the occupancy of the dwelling units or the business use and arrange for their removal. Appropriate receptacles are those:
(a)   Of adequate size to accommodate the deposit of all garbage and solid waste regularly deposited into such container, and
(b)   Of sound construction including a closing lid so as to prevent any of its contents from being blown or deposited upon any public or private property and to prevent animals and rodents from entering and exiting the receptacle.
(c)   For apartment, condominium or other multi-family structures containing more than four dwelling units, dumpsters of appropriate size and quantity to contain the solid waste produced by the residents of such structures shall be required. Solid waste compactors of appropriate size may be substituted for dumpsters.
